		<description>It is not surprising that the FPA doesn&#039;t complain about the &quot;callous disregard&quot; of Hamas or Al-Qaeda for the safety of journalists -- why make a complaint that will not be answered.  It is hypocritical, though, that the FPA does not acknowledge that it is using Israel&#039;s civility and rule of law as the basis of its complaint.  Israel&#039;s respect for the rule of law should be manifest to the world -- in what other Asian or African country, with the possible exceptions of India, Japan, and South Africa -- can a court force an army to change the means it deploys for the defense of the country?
