Izzat Ibrahim al-Douri, the recently captured former deputy of Saddam Hussein, and Groundskeeper Willy:
Definitely not an uncanny resemblance, but al-Douri does look more Scottish than Iraqi.

Update: On the subject of Scottish, I heard something very funny on the way to work today. I was listening to my copy of Martin-Molloy’s Brown Album (1995), and Tony Martin said something along the lines of “Today I heard on the news that ‘Nelson Mandela has gone where no African has ever gone before.’ I thought about it for a moment, and came up with ‘a kilt shop’.
