OK if ”There are 1.5 million civilians in Israel who do not define themselves as Jewish,” then why doesn’t Israel follow the Saudi lead. Israel could do, just like Saudi Arabia does (disengage the 1.5 million civilians), declare:

Article 1
The State of Israel is a sovereign Jewsih state with Judiasm as its religion as set forth in the Holy Torah; The Torah guided by the Shulchan Aruch, are its constitution, Hebrew is its language and the entire undivided Jerusalem is its capital.

Article 2
The state’s public holidays are Rosh Hashanna, Yom Kippur, Succos, Pesach, Shavuos, etc. Its calendar is the Jewish lunar calendar.

Article 3
The state’s flag shall be as follows:
The words “Shma Yisrael…” shall be inscribed in the center with a magen david under it.
