If he was selling secrets he could have been bumped off by Iran or a concerned weapons supplier. If he was attempting to purchase something like dirty bomb materials it could as easily be the CIA or MI5. If he was plotting a terror attack somewhere in the world it could be virtually any target country with a reasonable security force. But then we are assuming a country is behind it. Then again who really cares. Is the world really going to fake moral outrage because somebody killed this scumbag? It could have been anyone BUT Israel will always get the blame.
