Some seriously faulty logic in there. It’s like saying that seat belts aren’t necessary because hardly anyone gets injured in car crashes these days, ignoring the role of seat belts in that.

The prose style seems a bit odd for something published on a major and supposedly impartial news site. It seems like something that an earnest student would write in pleading his case in a term paper.

*Update: OK, after I wrote that, but before submitting the comment, I checked the article again. The authors are think-tankers. Makes sense.
