You are quoting Rav Kook, the major thinker of religious Zionism. The explanation I heard was that there would be a change in nature, and the animals would be intelligent.

On the other hand, Maimonidies, the rationalist, explicitly says all sacrifices will be offered. At any rate, I have no problem with it – if I can sacrifice an animal to my stomach, why can’t I sacrifice it to God? And, in fact, most of what goes on the altar is not “kosher” (prohibited to eat), anyway.
