There already is at least one program similar to what you have suggested: Livnot Ulehibanot (to build and be built). I wouldn't be surprised if there were other similar programs. They just need more publicity worldwide.

An Israeli business client of mine with no stake in tourism tells me that if peace came, Israel would be paradise: beautiful landscapes, beautiful weather (well, most of the time), and beautiful people.

I recently read that Israel is also reaching out to Evangelical Christian groups to tour the country and allow the power of our historic national literature to build goodwill and political support in African and Latin American countries that haven’t always been friendly.

Heres an idea:

A work experience program for American / Australian / British / French Jews who are university graduates to come here and work in the hitech industry.
Organize work visas , accommodation and temp jobs, with evening ulpan – give prospective Zionists an idea that they can make it here –> that would really encourage Aliya.
