Up to 15 people have been arrested in co-ordinated anti-terrorism raids in Melbourne and Sydney overnight.NSW police commissioner Ken Moroney said nine people had been arrested in Melbourne and another six in Sydney.He said the suspects were in the final stages of planning a terrorist attack on Australian soil.He said the raids began around 2.30 this morning, and involved police wearing bullet-proof vests, using helicopters and dogs.An AFP spokeswoman told theage.com.au the raids were a joint operation between Victoria, NSW and federal police.They related to an ongoing counter-terrorism investigation.ABC radio reports more than 400 police were involved, and the raids included the south-west Sydney suburbs of Wylie Park and Punchbowl.
