Is Catoonist Carlos Latuff a Plagiarist?

Cartoonist Carlos Latuff is an Israel hater and arguably a Jew hater.

He might also just be a plagiarist.

Now check out this 2004 cartoon from the pro-Israel Cox and Forkum:

Could this just be a case of different cartoonists thinking of a similar cartoon independently? Or was Latuff aware of the Cox and Forkum cartoon, from which he stole the idea and repackaged it?
