The Jewish Council of Australia posted the following on Instagram:

In Victoria, where this transpired, hanging a banner like the one in that Instagram reel is likely unlawful unless you’ve obtained the proper approvals.
Under Clause 52.05 of the Victorian Planning Scheme, most signs visible from a public space or road would require a planning permit. This would seem to includes the banner in question.
In deciding whether or not to grant a permit, the Department of Transport and Planning consider a number of factors, including road safety. I cannot imagine they approved this, given how distracting the banner is, let alone its divisive, political nature.
Someone who should know this is none other than Sarah Schwartz, the head of the Jewish Council of Australia, who is a lawyer. Granted, it is not her area of expertise, but still, she should know better than most.
I have reached out to the relevant council to ask whether the Jewish Council of Australia had a permit for this spectacle. I also reached out to Sarah Schwartz.
If they didn’t, they should attract a nice fine.
If they did, we will have more questions for the relevant council.
