No, this actually does not happen.
If you Google ‘painting Israel’s security wall’, you will find that all of the examples where it has been painted are from palestinian Arabs or Israel-haters.
Furthermore, if you Google ‘Israel hires painters security wall’, you won’t find any reports of what the GSC alleges. The only thing even remotely close to their allegation is when pro-Israel group Artists4Israel painted a 200-meter stretch of the security fence with Lebanon, near the location where IDF reservists Udi Goldwasser and Eldad Regev were killed and their bodies abducted by Hezbollah in 2006. And this was done as an act of solidarity, not to hide anything.
Israel has never attempted to hide the existence of the security fence, on the contrary; the MFA website still contains a document outlining why it is necessary.

Update: I have been informed that parts of the wall near Gilo have been painted to look pretty. This does not change the fact that the allegation Israel is systematically painting the wall to hide it is a complete fabrication.
Update: Peace groups have also painted the wall. Again, not Israel painting the wall to hide it.
